Lloyd (Bob) R. Lawrence, Jr.

  • Led numerous successful efforts to increase federal budgets and obtain contacts in areas of client interest.
  • Strategized, executed, and delivered $12M in directed appropriations for a deserving client with a new Geothermal technology;
  • Played a strong role in the consummation of a foreign trade deal resulting in the sale of $80M in equipment to a Central European country. This involved daily conversations with Ambassadors, Congressional Subcommittee Chairmen, and the like;
  • Achieved the inclusion of favorable language and direction in the Farm Bill for a deserving client;
  • Carried out a landmark market study for Superconductivity products and technologies;
  • Carried out studies of the impact of new technologies on air emissions;
  • Aided several clients in the attainment of a number of substantial government contracts in the energy, agriculture, and environmental arenas;
  • Played a strong role, year after year, in successful Congressional floor fights to raise budget levels for Renewable Energy technologies;
    Aided strongly in the power plant federal permitting process for natural gas and geothermal power plants;
  • Aided clients in proposal development and contract negotiations in relationships with the federal government;
  • Played a major role in getting a Navy base off the base closing list and strengthening its posture.
  • Played a strong role in the development of two, Central European, $100 million agricultural projects.
  • Gave critical support to the permitting of a geothermal powerplant on Federal lands.

James (Jim) Goldwater

  • Telecommunications Industry Regulations: BL&A spearheaded the revision of federal regulations affecting the telecommunications tower industry. The firm developed a strategic plan and devised and coordinated a comprehensive program to persuade the Occupational Safety and Health Administration (OSHA) to formally revise its regulations governing access to work stations by telecommunications tower workers. Since the 1996 Telecommunications Reform Act and the Federal Communications Commission’s radio frequency spectrum auctions created a massive demand for new towers and tower modifications with high expectations of rapid build-outs, industry contended that revised regulations were needed to facilitate tower construction as safely and as efficiently as possible. As a result of BL&A’s strategy of blending personal negotiating sessions with OSHA staff with direct intervention by Members of Congress, their staff, and members of the National Association of Tower Erectors, our efforts at regulatory relief proved successful when OSHA in January 1999 issued a policy directive which facilitates worker access to work stations while relieving the industry of the threat of unreasonable and excessive sanctions. Of particular significance, the new policy applies only to the telecommunications tower industry. In January 2000, OSHA officials agreed to retain the directive as permanent policy, and also agreed to conduct a formal rulemaking procedure to address other major tower concerns;
  • Efficient Irrigation: Working closely with the Irrigation Association, BL&A strongly and successfully advocated a series of efficient irrigation provisions in both the 1996 and 2002 federal farm bills. A variety of specific provisions and amendments were included in both measures, designed to protect and enhance the nation’s water quality and water quantity. These achievements resulted from extensive discussions with Members of Congress, the U.S. Department of Agriculture, environmental groups, and agricultural interests;
  • Reports for the U.S. Department of Energy: BL&A has developed a series of detailed reports and analyses for the Office of Industrial Technologies on subjects ranging from metal-casting, steel reheating furnaces, and solid waste management. In addition, BL&A drafted a comprehensive strategic plan and state agency directory intended to help small businesses in New York State learn about and gain direct access to state agencies which provide energy efficiency assistance and information to small businesses within the state;
  • Interaction with Federal Agencies: BL&A, both by itself and in partnership with its clients, regularly interacts -- in person and in writing -- with a number of key federal agencies, including USDA, the Department of Labor, the Department of Transportation, and the Environmental Protection Agency. BL&A often provides briefings, position papers, and recommendations to the agencies as well as to Members of Congress and congressional committees.

Anthony (Tony) Taylor

  • Advised and assisted Indian Head management in creating an Indian Head-led joint service program to provide for the Defense-wide sustainment of Cartridge/Propellant Actuated Devices, a key component of aircraft escape systems;
  • Developed a Concept of Operations and Marketing Plan for an inter-departmental group at Indian Head responsible for marketing the products and services in the weapons simulation business area;
  • Served as Program Manager for Indian Head in carrying out a successful, government/industry test of an advanced, environmentally clean system for disposing of military munitions;
  • Provided on-going analysis of actions by DoD and Congress that could affect the business opportunities of Indian Head;
  • Served as liaison with the U.S. Department of Commerce in conducting surveys of the health of the CAD/PAD industrial base.

Craig Cox

  • Worked for U.S. Representative Dan Schaefer (R-Colo.) until 1997 and was responsible for handling Congressman Schaefer’s renewable energy issues and helped him to form the House Renewable Energy Caucus in early 1996. Starting with only six other Members of Congress, this caucus now numbers 160 members from 41 states and is one of the largest bipartisan caucuses in Congress;
  • Helped Congressman Schaefer, who was Chairman of the House Commerce Committee’s Subcommittee on Energy & Power, wage two successful floor fights for additional renewable energy funding in the Energy & Water Development appropriation bills;
  • Instrumental in also helping Schaefer lead the successful congressional effort to retain the wind/closed-loop biomass production tax credit when it was threatened with early termination in 1995;
  • Since leaving Schaefer’s office in 1997, Craig’s consultant work with Bob Lawrence & Associates has concentrated in renewable energy advocacy and stakeholder outreach efforts;
  • In 1997, helped five U.S. Senators, led by Senator Wayne Allard (R-Colo.) form the Senate Renewables and Energy Efficiency Caucus. This caucus now includes 26 members and is one of the Senate’s largest such groups;
  • Currently working with the U.S. Department of Energy’s Superconductivity for Electric Systems Program office whose behalf he coordinates a stakeholder outreach program. As part of this effort, Craig has formed a stakeholders coordinating group, which includes opinion leaders in key constituent communities.
  • Additionally, Craig participates in various stakeholder events and composes brochures, flyers and fact sheets on superconductivity;
  • Has published an number of articles in stakeholder magazines and newsletters, including Public Power and Energy magazine;
  • Also co-author of two key reports on superconductivity issued by Oak Ridge National Laboratory ("Products and Benefits and "Pollutant Emission Reductions Potential") and remains involved in various other activities designed to increase stakeholder awareness and knowledge of this important new technology.

Elizabeth (Liz) Battocletti

  • Produced the first-ever "Geothermal Financing Workbook," a one-of-a-kind financing tool which helps small and medium-size U.S. geothermal companies identify, structure, and obtain financing for overseas geothermal projects. By popular demand, a second edition of the "Geothermal Financing Workbook" is now available;
  • Conducted surveys of geothermal resources in 40 countries – Albania, Argentina, Bolivia, Bosnia-Herzegovina, Bulgaria, Chile, China, Columbia, Costa Rica, Croatia, the Czech Republic, Dominica, Ecuador, El Salvador, Germany, Grenada, Guadeloupe, Guatemala, Honduras, Hungary, Jamaica, Martinique, México, Macedonia, Montserrat, Netherlands Antilles, Nicaragua, Panamá, Perú, Poland, Romania, Russia, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Slovenia, Turkey, Ukraine, Venezuela, and Yugoslavia;
  • Designed and built state-of-the-art databases of geothermal resources in Latin America and the Caribbean, Turkey, Poland, and China. The databases contain information on more than 250 specific geothermal projects and sites;
  • Published geothermal resource assessments in PDF format on CD-ROM for easy distribution to and use by the U.S. geothermal industry.

Status:

Since Bob Lawrence and Associates began, in late 1986, clients have been successfully represented through studies, analyses, wide ranging representation and implementation of technologies. Corporate efforts have addressed issues concerning energy, the environment, defense, agriculture, infrastructure and federal budgets. Market entry strategies have been developed for Eastern Europe and the Peoples Republic of China. Presentations have been successfully made within a variety of agencies and the White House, up to, and including, the Office of the Domestic Policy Advisor to the President, the Council on Environmental Quality, and Senior levels of the Office of Management and Budget. A number of government contracts have been acquired, working with deserving clients. Embassy liaisons have been successfully established. The firm's activities range from total government representation for a Fortune 500 company, to small project acquisitions for small businesses, and program management support for the Departments of Defense and Energy.

During the years of working successfully in the Washington environment, the firm has developed an extensive knowledge of various Washington consultants and their capabilities. These people range from former Senators and Congressmen through capable attorneys and retired high level military and government personnel. Word processing experts, free lance writers, videotape producers and journalists, electric utility experts, and University Professors are additions to the Lawrence team. With these relationships in place, a team can be formed to address a wide variety of customer needs or eventualities in the Washington arena.
